# Create an organization or agent skill

A skill is instructions the agent reads on demand — it never executes, never dispatches and is never approval-gated (actions are the executable, gated layer). Creates a skill from a map of markdown files. `SKILL.md` is required and its YAML frontmatter supplies `name`, `description` and the optional `requires:` list of action slugs (400 `invalid_frontmatter` when it is missing or incomplete). Sibling `.md` files are progressive-disclosure references. Body: `slug` (1–64), `files`, optional `scope` (`org` default, or `agent` with a `playbookId`). Caps: 10 files, 64 KiB per file, 256 KiB per skill, 100 org skills — an over-cap write is 400 `skill_too_large` / `too_many_skills`, a non-markdown or traversing filename 400 `invalid_skill_file`, an existing scoped slug 409 `slug_conflict`. Authorization: organization administrators only. Response 201 `{ data: Skill }`.

- `scope` (enum, optional, default: org) — Which tier the skill lives in.
  - Allowed values: `org`, `agent`
- `playbookId` (string, optional, nullable) — Required when `scope` is `agent`.
