# List the skills the org’s agents can read

GET https://api.cloudraker.com/skills

A skill is instructions the agent reads on demand — it never executes, never dispatches and is never approval-gated (actions are the executable, gated layer). Lists the resolved catalog for the caller tenant: platform skills plus the org’s own, and — when `agentId` is given — that agent’s skills too. A slug is won WHOLE by the highest tier that defines it (agent > org > platform), reference files included; there is no per-file merge. Authorization: any authenticated org member. Response `{ data: SkillCatalogEntry[] }` — catalog only, never the file bodies. Returns 404 when agents are disabled.

- `agentId` (string, optional) — Include that agent’s own tier and resolve the slug as that agent would see it.
