Ensure the caller's organization has its default space

Creates the default space (and seeds its sample document) if they do not already exist. Idempotent — safe to call repeatedly, including for organizations that predate automatic default-space seeding (RKO-486). Open to any org member: this repairs a fixed, no-input data gap rather than creating an arbitrary new space.
