A skill is instructions the agent reads on demand — it never executes, never dispatches and is never approval-gated (actions are the executable, gated layer). Fetches the tier that WINS this slug for the caller tenant (or, with agentId, for that agent) — never a merge across tiers. Authorization: any authenticated org member. 404 skill_not_found when no tier defines it. Response { data: Skill } including files.
