Accept or reject tracked changes in bulk

Accepts and rejects several tracked changes in one call.

?revision is the session revision you read the tc ids at. Suggestion ids are POSITIONAL — any edit renumbers them — so passing it turns a stale id into a 409 revision_conflict instead of a silent hit on the wrong change.
